However, it is possible to keep campus construction on track and on budget. California State University, the largest four-year public university system in the US successfully tackles facility renovations and repairs with a simplified construction procurement program.

The university uses a Job Order Contracting (JOC) program that streamlines the construction procurement process by eliminating the time and expense of separately bidding projects.
